Dr. Simon NISAN is the Chief Executive Officer of his company, NDS.
He has been up till recently the Chargé d’affaire, Nuclear Desalination and Chief Engineer at the French Atomic Energy Commission (CEA).
He is a well known IAEA expert for nuclear desalination, small and medium sized reactors and economic evaluations. He is also Member and ex-Chairman of IAEA’s élite group INDAG (International Nuclear Desalination Advisory Group). He has just prepared two IAEA TECDOCS on Nuclear Desalination TECDOCS 1524 and 1561.
He is the author of more than 30 papers on various subjects.
He has been the technical advisor and expert to several international projects on nuclear desalination
He was also the coordinator of the EU commission’s 5th FP project, EURODESAL, with the participation of 7 EU and Canadian partners.
He has also been very active in the field of transfer of technology to the developing countries. He thus led a group on technology transfer for the federation for the respect of man and mankind, working under UNESCO.
He speaks fluently French, English, Italian and German. He is now learning Arabic and Hindi.

Detailed activities
- In 1990-1995, member of the first IAEA group of experts to start Nuclear desalination activities at the IAEA, subsequent to continued General Conference resolutions.
- In 1999, launched R&D on nuclear desalination at CEA, Cadarache Atomic Centre; nominated to IAEA’s group INDAG.
- Actively proposed and led the action in INDAG that IAEA develop a new user friendly version of CDEE, called DEEP (Desalination Economic Evaluation Program) ; continued leadership for DEEP development since. DEEP is now the international reference code for desalination cost evaluation.
- Elected INDAG Chairman in 2002. Launched for the first time at IAEA, the INDAG NEWSLETTER. Participated in the elaboration of the first IAEA software to evaluate the costs of nuclear desalination systems; the CDEE package.
- Designated by the IAEA to chair the UN on Programme Performance Assessment Panel to assess and improve IAEA activities in the field of nuclear desalination.
- Parallel to these activities, expanded CEA R&D to include innovative research in the field, with the publication of more than 30 papers on varying subjects between 2002 and 2008.
Contributions :
- Development of specific calculation models for the thermodynamic couplings between the nuclear reactor and the desalination processes (Ph.D. thesis of S. Dardour).
- Development of a MED simulator ; under contract from the IAEA ; (Ph.D. thesis of S. Dardour).
- A new method for the treatment of the innovative RO process, with preheating of the feed-water.
- New methods of financing nuclear desalination projects in developing countries ; (Ph.D. thesis of N. Benzarti).
- Development of the eco-friendly zero brine discharge strategy through the R&D for global chemical protocols for extracting the useful materials from the concentrated brine rejected by integrated nuclear desalination systems ; surface conditioning of the remaining brine.
- Comprehensive economic evaluation, including the environmental costs, of integrated desalination systems, using nuclear and other energies.
